The Permanent Secretariat and the Secretary are appointed by the Management Board that establish also the component's number, the seat. the budget and possible fees for members.
The Permanent Secretariat performs the following functions:
- to organize and coordinate the necessary activities to the good functioning of the Association
- to organize and offer logistic and technical assistance to the other bodies of the Association and technical groups constituted by it
At the moment the Permanent Secretariat is located in the offices of the European Policy Service of the Province of Teramo and the duties of the Secretary and the Treasurer are performed by Mr Antonio D'Anastasio

The Secretary performs the functions of the Secretary of the Management Board and the General Assembly with the following tasks:
- to draw up minutes of meetings, that signs together with the President
- to keep the minutes register and the roll of partners
- to take care of the correspondence and the archives
- to draw up the annual report of the Association
The Secretary performs also the Treasurer's duties with the following tasks:
- to raise funds and check the payment of the annual instalments to the Association
- to arrange payments according to the Statute's provisions
- to keep regurarly income and expenditure accounts
- to draw up the annual financial report to communicate to the Management Board
- to alienate values that constitute the reserve fund, with the authorization of the Management Board.
